In 1975, Mr. Guiqiang Le went to the countryside and worked as an educated urban youth for three years. In 1978, he entered Sichuan University, majoring in macromolecule polymer chemical. After graduation, he was assigned to Northwest Rubber & Plastics Research & Design Institute and has been engaged in long term rubber and plastics research and development work. At present, he is the president and secretary of the Party committee of Northwest Rubber & Plastics Research & Design Institute. As a professorate senior engineer, he has become a State Council Expert for Special Allowance since 2001.
